'Request' mechanism for website

**_Basic criteria_**
This is to be a framework that is to be adopted for any relevant subject that facilitates requests of information from other users. A website will be built around this functionality to potentially incorporate many different subjects.
The web pages used to capture request information will probably be different for each subject and should be able to be set up fairly easily. The framework will therefore need to be designed with flexibility as the primary objective.
Request information will always include a short description and a long description, plus a few additional fields that will probably vary. The database should be designed to allow a flexible number of fields to be added to the data submission forms.
Web pages should be dynamic so that images and information can be populated from the database according to the subject, but the basic site design is maintained regardless of the section or subject.
It should be fairly easy to add new subjects if required, and add or amend information.
## Deliverables
As this website will require a database, I am open to suggestions as to which database would be the best to use in this situation (and why...)
Furthermore, I believe that the site would operate similarly to this Rentacoder site, so it could be used as a reference.
I am currently inviting tenders for this work and would like all tenders to include as much detail as is possible so that we are able to make an informed choice of who to 'RENT'.
One agreed, the following would be required:
1) Complete and fully-functional working program(s) in executable form, or however is most appropriate, as well as complete source code of all work done.
2) Installation package that will install the software (in ready-to-run condition) on the platform(s) specified in this bid request.
3) Exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
Following this work, there is potential to continue with building the entire site with regular updates and ammendments.
