Custom Moodle Reports

We want a PHP page (Admin Plugin) to query our Moodle 2.1 database and create custom reports: 1.- Using roles, associate managers with employees. Allow manager to get report of all work done by employees in one report. The user can have more than one manager. 2 – LMS manager allowed to see all completed courses and topics by a specified user. 3.- All courses and topics completed by a specific user by manager. 4. Results of queries would be installed on a report tab from the front page. (We are attaching an excel file with the sample reports that we need). Ideally the interface would allow easy querying, filtering and sorting. Populated dropdown options are preferrable so the end user would type the minimum input to the querying page. Our server is a hosted at Moodleroom. We do not give any milestone payments to anyone without them having developed at least a prototype first. 1.- We have to test the reports with the database we will send you.. Through feedback (skype chats) we will fine tune the requirements. 2.- Once we believe the files are producing the specs requested you will deploy the files on our servers. We will test to make sure that they work in production mode. 3.- As soon the test is completed and everything works in production the payment will be sent to you. 4.- Then we will write our review and rate your work, not before. We are open to using a MySQL database if necessary. We cannot produce the reports required by our client as our Moodle site is setup now.
