new dynamic website from scratch

Summary:

Website will be for the following purposes -

- Allow us to offer consulting services and deal with clients FULLY online.

- Create user accounts of two different kinds: client, and back-end user.

- Allow client to submit project request in a secure form. Information is kept in user account and shown upon login.

- Login section that allows client to view our proposal and accept it or submit recommended changes for review. Upon acceptance, client is forwarded to an agreement which is accepted and then forwarded to a secure payment area. The type of payment system we will use is as yet unknown.

- Project status with itemization of tasks can be updated by user and viewed by client. A form for client to request alteration of project. Ability to close out a project upon completion.

- A fully functional forum for documented communication between us and client and ability to append file.

- Integration of an online chat client. Conversation logs from chat client will also be archived along with forum communication under user account.

Bidder should be able to provide all of the preceding functionality in addition to creating said website from scratch.

Design, aesthetics and usability will be based on our input, but there will be plenty of flexibility. Design should be simple but cutting edge. Security will also be a concern.

We are looking for a coder that will make suggestions along the way as to how the site could better achieve goals, and we want someone who will communicate status regularly.

We adhere to the RAC policy of communicating only through RAC communication channels.

Website should be relatively easy to update and extremely search engine friendly.

Any additional recommendations are welcome in your bid.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):

a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.

b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.

3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
