Car selling - auction site

Selam, Hi, BEFORE BIDDING FIRST READ FULL PROJECT!!!!! AND SEE THE SITEMAP IN THE LINK POSTED!!!!! Possible canidates will be asked about this info, if they cannot anwser immediatly their will be marked as not interesting. I would like to rent a group to make a site for me. The concept is as following: You have 2 small sites, a client and business side (with cms in backend for both) with a shared DB. On the client site normal users can put their car for sale, we ask personal info and details about the car and pictures. This is then sent to the MySQL db. The business site is another site/URL but connects to the same DB. There you see a list of the cars, but they cannot see the details, price and are not able to bid. Official cardealers can register to bid and see the full details, we then receive a mail with the info of the cardealer that wants an account. We send them a mail asking some documents to verify. If we get these documents, we would be able to enable /activate their account in the backend. When their account is confirmed by us, they would receive a mail with username & password, and could then be able to login, see the cars and their details and pictures. The people who login in to the backend are the only ones who see this information. BUT THEY WOULD NOT BE ABLE TO SEE THE CLIENT/SELLERS PERSONAL CONTACT INFORMATION. They can then place their bid. They can also see their bidding history, their auction cart, their invoice history, and they can put an alert on a saved search. So they can save a searchterm and when a car is added with that term in it, they will receive an alert by mail. Also when they are logged in they, should have a 'my account' menu to change their password or email or other information. Normally when a seller/client put his car to sell, this is available for the cardealers for 24 hours. After then we send the highest bid to the client. There must be an option in the backend to chose if the highest bid will send to the client/seller manually or automatic. If we selected automatic after 24 hours the highest bid will automatically be sent to the client/seller. When the manually option is selected we will contact the seller manually by mail, with the highest bid, so no automatic mail is sent. If the client doesn't agree, we would be able to prospone the bid for another 24 hours from the backend. There must be a place in the backend to put "Terms & Conditions" for the sellers and 1 for the buyers. When a Seller wants to sell a car or a buyer wants to buy a car, they both have to agree with these 'Terms & Conitions'. So in short 1 MySQL database, 2 cms sites that connect to it (seller/client site, and buyer/business site) and the backend. Ofcourse the people who have access at the backend will see everything, all info, every buyer his bids on that car, .. A map with screenshots: [login to view URL] This site will be multi-language. The site has to be done in English, but there has to be a way to select the language. We will add to 2 languages later. We will translate the site ourself. You can just put 2 random flags as placeholders, we will then later change the pictures of the flags and add the translation. Translation is preferred via a CSV or XML file. Would preffer to let it build on a framework and the code must be readable and good commented. Please inform me with your bid what framework you will be using. This should be a modern site: PHP 5, HTML5, CSS3 & AJAX/Javascript. Responsive AND optimized for Speed, SEO & Security. And must include all modern Social networking, Tell a friend, ... capability. Sitedesign must be MODERN, RESPONSIVE, SEO OPTIMIZED, and simplicity & userfriendly must rule the site. Also there will be some simple AJAX/Javascript features in the site. More info and specific design-ideas will be given when possible canidates are selected. In the future we also have other projects, so we are looking for repeated outsourcing.
