Custom VQMod / Module for Bypassing Backend Order Requirements in MijoShop 2

We need a vqmod / module written for MijoShop 2.5.3 (OpenCart: 1.5.5.1 Engine) that allows a backend administrator to insert new orders without requiring the following fields: Customer Tab - Telephone, Payment - First Name, Payment - Last Name, Payment - Address 1, Payment - City, Payment - Country, Payment - Region / State, Shipping - First Name, Shipping - Last Name, Shipping - Address 1, Shipping - City, Shipping - Country, Shipping - Region / State, any fields on the Vouchers Tab, a Shipping Method, or Payment Method. If necessary for the system to function properly, a custom, static shipping method / payment can be written to meet OC's requirements. This mod should only modify the administrator orders process, all fields should still be required for customers on the frontend. All work and testing should be done on a localhost before implementation on the live site. Note that the live site already has many mods and vqmods, although most of them are not admin related. Note that we are looking for a long-term independent developer with this project being a test run. Ideally, this independent developer should be able well versed in PHP, MySQL, CSS, Javascript specifically for WordPress, WooCommerce, Joomla, OpenCart, MijoShop, custom PHP applications, and Zen Cart.
