Navigation Bar & Scrolling text box

I need these two items for a website that I am developing. 1. Navigation menu - Multi-level The menu will be text-only. There wont be any images. The number of links in the menu can vary from one to ten. The menu should allow multi-levels. At the first level, the menu will drop-down on mouseover or onclick (this should be customisable). The next level will slide to the right. In other words this will be just like most software. At all levels (except the top level), there must be a small arrow (text based) to indicate availability of links at the next level. If there are no links, the arrow should not be there. The menu must be fully customisable - font, colours, border, mouse-over effects ..... everything. To enable this it must be properly annotated / commented. I want a javascript for this. The javascript must be in a separate file so that it can be used across all pages. 2. Scrolling Text Box I want a scrolling text box similar to the one you find on RAC on the left side. The text box should have a pull down selector at the top with many options. The text box will scroll the contents from a file based on the selection made. The file can be any format that you like. You decide how it should be. But it cannot be any database. The scrolling text will have links.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
Must work equally well with all browsers - IE, Netscape, Firefox, & Opera. Code must be XHTML 1.0 Strict compliant.
