fix broken file in osclass

I have a theme that I want to use BUT,only when editing an ad the browser will stall, freeze, hang, stop responding, etc.

This only happens when editing, not during original post. I have watched the js time out and it is cycling through all states and cities, one by one until it finds the original entry match, seems it should go to the db and just fetch the data, the scenario is this, You ask me for an item, I tell you its in that big room but not tell you exactly where so you have to hunt for it, now if I told you that big room but what shelf or drawer to look you would find quickly

if all states and cities are available for a user to pick it will hang up for about 5 minutes or so til it finds the info, I took all but 14 states out and now it will find the info in about 20 seconds, no good, need all states and cities available.

I am attaching the edit file for you to look, I am almost POSITIVE that its just coded poorly, and if code was added to go get the data opposed to a long search and match, this would work

I think the right programmer could do this in 30 minutes, my budget is more like the $30.00 or less

please dont reply with long lists of what you have done, it don't matter as long as your php and mysql skills are good
