URGENT : PHP script to Import CSV data to a database

I need you to create a php file to do the job below:
When your php file is started your php script will import the differents csv files and enter them into a same single database that you will create. There will be 4 to 6 csv files. (each with 20 to 500 lines)
Each csv file look like this:
"jacques","chesneau","email1","2013-09-14 12:14:04",4,0
"casdard","guitana","email2","2013-09-13 14:48:00",4,0
"bryan","daria","email3","2013-09-10 16:43:52",3,0
"jacky","keberle","email4","2013-09-10 16:44:08",3,0
YOUR Mysql database will look like : firstname, lastname,email,date,siteID,emailStatus
**You DO NOT enter the line in database if : email AND siteID already exist in database.
