Need Program to Use XML feed to Create 100's of Static HTML Pages on Hard Drive

I'm trying to find someone to build me the necessary tool/program for building multiple static html pages for a website at the push of a button using a template with different fields placed in it.
I'll first explain what I have and go into what I need.
I have access to an XML feed... as well as the actual XML data files.
I have that program Webmerge which uses an XLS spreadsheet and can mass produce static html pages based on a templaten page with parameters entered into it. (It grabs the data from the XLS spreadsheet) I want to make pages just like this program did... but I need to harvest the data from the XML feed first.. I don't know how to do this.
I want to be able to grab all the data from an XML feed and create Static html pages with it. I don't want the pages created "on the fly" when people search online.. I want them created by me and then uploaded online.
When it's said and done... I'm hoping the program will sort the information into the proper folders as well as make an INDEX page, created with the look and feel of the template, of each folder.
I think I've explained it pretty well... I'm sure someone knows exactly what I need.. if that's you then bid/contact me.
## Deliverables
1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.
2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables):
a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment.
b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request.
3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement).
## Platform
the server is a unix system if that matters... But I'd like the program to run on my Personal computer (Windows 2000) and then upload the pages to the website.
