File Hosting Multi Site Uploader

I am looking to create a website to allow users to use the website service and upload it to our server, and from there, we upload the files to multiple sites. It will automatically upload to these servers with my account to those file hosting sites. An example will be [login to view URL] or [login to view URL] I will need everything from creating the site and developing it. This also needs to be membership base, so the user can login and view their links. There also needs to be a way to allow the user to easily upload a whole dir, or hundred of files.
