SEO, Submission, Ranking, Need to be at the top

I need someone to help with SEO. The site is a dynamic site, already with dynamic titles, keywords, and descriptions based on pages. Already submitted and spidered by Yahoo, Google, and MSN. Submitted to DMOZ but not on it yet. Need realistic time frame as well as realistic results to consider you for the project. All methods need to be ledgitimate and honest.
Goals:
- Be at the top (top 20 obviously prefer higher) of results for 2 to 3 keyword combinations on all major SE.
- Redo Meta tags and page content if needed
- Optimize site for highest ranking
Requirements:
- past work examples in search engine ranking
- new ideas to improve current rankings
- good communication skills with messenger.
