Re-Engineer Existing Simple Exam Testing Site

I need am looking to build a website on Twitter Bootstrap that provides the ability to take tests on specific items. I do not expect you to design the final product, rather provide a 'simple version' that I will use a base.

A user should be able to create an account (using email address or social login) based off a 4 tier subscription model. (Dwolla / Paypal checkout ). Upon logging in a user should be to create a 'job' and email a specific test to multiple recipients via email to take. The results should be grouped together under that job in order for the user to judge who had the best result.

Test Results should be available to exported via PDF or emailed to multiple recipient.
