Hi, I have been developing websites with Joomla since 2008. I'm therefore skilled and qualified to deliver your project. I'm also US based which could make communication especially for the handover training that you require easier. It seems that access rights and future-proofing your site is very important to you. First off Joomla does allow for granular configuration of access rights and with configuration what you ask for is achievable for the most part. I say for the most part because I cannot commit to ACL8 the way it's phrased. I have no control on how coders integrate Joomla ACL so I cannot guarantee that future extensions will adhere to the rules. What I can do though is make sure that the extensions installed at the beginning do adhere to the Joomla rules and that they will allow for future development. For that I would recommend we install Seblod. It's a CCK ( Content Construction Kit) and since I discovered it, it has very often been the only extension I needed to build a complex Joomla site and it does integrate completely with Joomla ACL.
