I need a simple communications website built

It has the following features

1 Front Page - Logo and login/password to get past front page - Admin sets logins and passwords

2 Next page - Contact list - up to 15 contacts in a list available to all- managed by all who log in (company, phone, email, web address etc - six columns)

1 Simple unmoderated blog for all to discuss issues and communicate

2 Chat window - if possible - 3 users at one time

3 facility for admin to upload a PDF for all to see (up to 10 PDF's with a label identifier - table?)

4 seven progress bars with administrator set milestones managed by administrator (input % Complete)

5 Title and text box controlled by administrator

Archive link to view PDF's archived by Administrator

Content is important - looking functional is necessary - no graphics - Verdana or Arial font

Please view the file as it visually indicates my minimum requirement. I am, of course open to any other smart features etc
