Businesses Directory with functions of Social Network

The main purpose of this project is to make a website where the people can register and post their businesses and classifieds for that others can find it, and be a social network. This site is designed only for 2 cities, I think will have at least 1000 registered users, 100-200 Publications of Business and, per week, at least 50 Classifieds.
This project has 9 features: User Management, Businesses Directory, Classified Section, Search Engine, News Management, Ads Management, Online Payment (with MercadoPago Platform), Administration Management and Multilanguage, also, the site must have responsive design and must appear with excellent design and functionality for mobile devices.
You or your team will be responsible for everything, only I will take care of the language translation. I will must be able to edit: words, structure, appearance, code, etc. from the source code through Dreamweaver or other software (webmatrix, etc), I don’t want a special form for this.
I’ll show you in images and text how I want to be the sections through a documentation, this documentation will be the reference of the project.
IMPORTANT: You can work in a CMS, this can be eDirectory ([login to view URL]), Drupal, Joomla, or,you can work in a custom made CMS.
