Drupal 7 Website and WiFi Hotspot Landing Page/Portal

We are looking for a Drupal 7 website that will serve two functions:
1. The First is to attract potential customers to our network of hotspots.
2. The second is to serve as the Landing/Welcome page for customers who log into our hotspots.
Attached are detailed specifications of the site. PLEASE READ THEM CAREFULLY, AND TO THE END. I posted this job on another freelance site and it was clear most people did not read the specs but just submitted their canned response.
This is a fixed price project, but we are looking to develop a continuing relationship that will extend beyond the initial project. We are also looking to find someone who can give advice or suggestions, beyond the website specs.
