HR Management portal - repost

I would like a good php developer to develop an Human Resource Management Portal. It would include, filling in fields of profile resume style , users can view a copy of the profile before sending it in finally, users can upload CV. Then at the backend admin, can sort and search for information using any field for querying. Security is also very important and you must have good design skills. My budget is 100 Dollars. Please only show me works done on HR portals you have done.
