The Counter-Lottery Software

Small stand-alone application needed, to work in Windows environment--WinXp. 1. Must handle up to 10,000 3or 4 digit numbers 2. Must be able to calculate the frequencies of each digit in its place--Thousands, Hundreds,Tens, Ones (units). 3. Must output digits in 3 or 4 column tables depending on freqencies with most frequent at top and lowest at bottom. The kind of thing done with excel tables. 4. However this software must be able to generate the tables depending on the number of items choses; ie if I input 30 numbers (3 or 4 digit) it must calculate the frequencies and tabulate them. If I input 1000 3-digit numbers it must be ale to do same. 5. Excel samples can be provided if my description is not clear. 6. Must be able to sort digits (for frequency purposes) in ascending or descending order. ## Deliverables 1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done. 2) Deliverables must be in ready-to-run condition, as follows (depending on the nature of the deliverables): a) For web sites or other server-side deliverables intended to only ever exist in one place in the Buyer's environment--Deliverables must be installed by the Seller in ready-to-run condition in the Buyer's environment. b) For all others including desktop software or software the buyer intends to distribute: A software installation package that will install the software in ready-to-run condition on the platform(s) specified in this bid request. 3) All deliverables will be considered "work made for hire" under U.S. Copyright law. Buyer will receive exclusive and complete copyrights to all work purchased. (No GPL, GNU, 3rd party components, etc. unless all copyright ramifications are explained AND AGREED TO by the buyer on the site per the coder's Seller Legal Agreement). ## Platform Win Xp
