5 page wordpress website - repost

I would like a 5 page wordpress site. I have several websites that illustrate exactly what I'm looking for.
1. Header: I would like the header to be stationary that is always visible even when user is scrolling. I would like the header to be white and semi-tranparent with rounded corners. An example of the header can be found at [url removed, login to view] Please use the same font and font size too. The page links in the header will be (in order of left to right) - LOGO (HOMEPAGE), LOANS, APPLY, REFERRALS, ABOUT, PHONE #. For the phone #, please keep as the same font and size of the other links, not like the thin font on the sample header. Use this # for now 888.888.8888. Lastly, for the logo - simply, use the same font as the other links, however, make the first word lower case and in italics.
2. Footer: I would like a stationary footer that is always visible even when the user is scrolling. I would like the footer to be light orange. Please see example at [url removed, login to view] Unlike the example, I do not want multiple rotating footers with different colors. Just the light orange. On the left side of footer where it says Council for Economic Education, please replace with my logo and use the same color - a darker orange. In the middle of the footer, I would like a rotating quote. I will have 5 quotes and I would like them to rotate every 20 seconds and every time a hyperlink is clicked. Please keep the quotes in the same white font and use the same dark font for the source of the quote.
3. Homepage body - I would like an image to spread across the entire top half of page. See [url removed, login to view] for an example on size. In fact, if you can just use one of their images for now, I will replace later. I would like to superimpose text on top of the image. I will like to be able to change the text whenever I want. Please make text in white font. Below the image, please use a grey background - same color as grey footer on same saturday....com. Below image on right side, please use rectangular form like on neebo capital. Below image on left side, please add text.
4. Body for other pages. Please use a grey background - same color as grey footer on saturday....com. On right side, please use rectangular form like on neebo capital. On left side, please add text. Also, on left side please add a header text on top that matches the selected hyperlink.
