Single Page Generic Web Site Design

I'd like a single web page design for the following site:

As you can see my quick version is very bland. So I would like a single design which I will then stitch into my code.
I am a good coder but crap designer.
I have a large number of websites opening over the next few months and this is my main one which contains my portfolio.
I have used vworker in the past for logo designs, so I thought maybe give them a try for a web site colour and graphic design.
The end result should be CSS and html5 or xhtml compliant (via w3 validation).
Shouldn't be too expensive as this site along with all my other sites aren't businesses but more sort of "hobby not for profit company" (although a legal entity in the Republic of Ireland).
Other Rules:
mobile phone compliance so html5 would be better but optional
variable width
contain a menu of some form
clean clear and simple
modern and fresh
open book - throw me your ideas at interview but don't start developing/designing until contract awarded.
