Animated Windows Screensaver

I am looking to have an animated Windows screensaver developed that runs smoothly on both single and dual monitor environments. Full creative and storyboards are complete, but we need someone with experience building a native Windows application using an animation platform such as OpenGL, allowing for smooth animation. The screensaver itself features a scrolling, animated background that moves up at a steady pace. The background has 5 different shapes that have different colors, and repeat indefinitely. In the foreground, the date and time is shown using a custom font, and a company logo is on the bottom right. I am not looking for a Flash solution that converts to a .SCR file, but instead need a native Windows application that animates smoothly. We have tried several options, but realize we need more of a native approach to get smooth animation on dual monitors. The final delivery for this project will be the source code used for the project (presumably, a Microsoft Visual Studio project) and a complete .SCR file that can be used as a screensaver on any Windows machine. The screensaver should be scalable and properly centered regardless of screen resolution, and instructions on how to regenerate the .SCR file so I can make further modifications on my own. I can provide a video of exactly how this should look and function, so there will be little back and forth on the creative portion. I specifically need someone who is very familiar with creating Windows screensavers, and would like to see some examples if possible before awarding. Feel free to ask questions - thanks for looking!
