Build backend for a website

Registration: When new user registers, his account will show "Pending" and he will not have full access to the member area until admin activates his account. The system will generate username for each member during signup but user will add password. Admin can create new member, deactivate existing member from the system. Member Area: After registration, admin will get new registration notification email and he will manually activate new accounts from admin backend and the new user will get approval notification email. When new user login to his account, he will be prompted to update his account with his full details and also add his PayPal email address. There will also be text area to add his Facebook profile link. Jobs Page: There will be a single page accessible to all login members where admin posts all jobs. Each job on that single page will have just the job title, payout and "apply" button. When user clicks on each job, a page will display that has details of that job which includes Title/Position, type, part-term or full time, Payout, etc. and "apply" button. He can read the full description and click the "apply" button. How to apply: When he clicks the "apply" button, admin will get notification email. Then he can contact the user to allow him run it. When the user applied to do the work, he cannot apply to do it again. Apply button will not show. Report: Each job description page has a place where the user will add the full report after completion of the job as described in the job description page for each job. When he completed the job, he goes back to the description page to add report and save it for admin to read. He can also upload image. Account Wallet: Each user account will have wallet. Admin can add signup bonus and also indicate bonus amount. When a job is completed satisfactorily, admin can add money to the user account manually and the total will show in the account balance. Jobs are done off the site so conversion is not automated but at the discretion of the admin. Payout: User can click a button to request for payout. When user clicks the button, a windows pops up and the user writes the amount to withdraw and submit. The system will tell him if his balance is less than the amount requested and will not allow him to submit it. Both admin and the user will get withdrawal notification which will also contain the user account ID for identification and his PayPal account the admin will manually send the payout to. When user initiates withdrawal, the amount will deduct from his balance and the withdrawal will show "Pending" until admin manually marks it as Paid. It will have Dialogues to communicate between the user and the website and also Notification Messages to communicate between user and admin.
