Can be from scratch or a combination of Wordpress and Plugins.

Fairly simple concept. Companies can post a request for work without registering. Other companies create a free account and can see the details of the request, but none of the contact details.

They buy credits - only PayPal required - and use them to unlock the contact details of jobs they want to approach.

That's it, no bidding or percentage of the job value etc.

Will also require some front end pages etc. hence the preference to build using Wordpress as a base.
