Convert a static web-layout into a partly-dynamic website in PHP

Hello there, thanks for checking out my project. I'm currently working on a project for a client, which concludes of a dynamic real estate website, where the admin can add/edit/remove properties in the CMS. I have already finished the complete website (static version) which is already live too with all the information on. So all that's left to do on the project is to create the php framework (and make it work with MySQL) so that all the properties can be edited/removed/added. As I haven't got the time available right now to do all the work myself, I'm referring back to you guys to help me out on this job - and quite frankly, after outsourcing countless of jobs through Freelancer - I'm confident that we can make this work. Ironically enough I did have the time to compose a 4-page document to make everything clear and easy, which is attached. On the last page of the document I have displayed the layout of the admin panel, which I have the file of and can be used as the actual admin panel. Not shown on the layout is the images uploading/editing/removing option, which is obviously necessary. I suppose something like [login to view URL] would be great to use.
