Create a Custom Wordpress Plugin

I need a wordpress plugin created with the following features: 1. Auto publish image from directory every 4 hours (this need to be customizable) 2. Publishes the image as a featured image (do not insert the image into the post) 3 The title of the post will be the name of the image. 4. Once a image has been published, it will be removed from the list of available images that can be published. 5. An option to set custom categories to post under. 6. The images need to be posted by when they were uploaded. 7. A complete list of scheduled posts. Payment will be released once full completion of the plugin has been achieved. You are expected to have your own hosting and wordpress to test the plugin on. After you have provided proof of concept that the plugin works according to my specifications, payment will be released.
