Create Interactive Image Map

I have an illustrated map saved as a png and I am looking to have someone build it into an interactive image map, in that, when a person hovers over 1 of 13 different points on the illustration, a popup box comes up that has a small image, an embedded video from vimeo and or some text with a link to learn more. I have attached an example of the map for your reference with the 13 numbered points. I will need the generated code to work within an already established wordpress site. I will need someone who can communicate well in english and be available for any fine tuning and corrections that need to be made. I am willing to pay a fair budget for someone who has experience with generating these maps. Ideally the freelancer can provide me a sample of an image map they have coded.
