Create simple full screen camera stream using Logitech C920 HD Pro Webcam

Good day.

I need a simple app created to run in Windows to play a web cam stream full screen. Needs to have the following features:

1. Be able to play "Logitech C920 HD Pro Webcam" video stream full screen (completely full screen at 1920 x 1080 landscape orientation)

2. If you right click you can get the Logitech camera properties that will allow you to zoom in; move the camera video or change settings of the feed - see two screenshots. I have seens apps that allow you to open this window to change external stream settings.

3. PNG layer - i need to be able to add a 1920 x 1080 landscape PNG into a particular file or folder that acts as a layer above the live full screen video stream. Therefore this allows me to put a logo on a png image then the logo would appear above the video stream.

Please bid if you can do this and if you have experience developing for this or other Logitech cameras.
