Develop a voting Add-On for Google Docs and Sheets.

I am looking for a system that will allow users who are sharing (either as a commenter or editor) a document to have a fixed number of "votes" that they can put against issues. The number of votes will be set by the document owner and an on-screen display like a "game lives remaining" will show people how many votes they have left to allocate. Sharing users should be able to delete a placed vote (which will add back onto their votes remaining). Issues will be a row in a table or a spreadsheet. The total number of votes should show up in a column to the right of the row in which the vote was placed. The number of votes should increment when a user votes on an issue (row).
