Develope exchange rate calculator extension for Joomla 3.5

We need to develop an extension for Joomla 3.5.
Our objective is to be able to show live exchange rate information on our front page.
Requirements:
• Some of the exchange rates will be gather directly from a live feed exchange rate service provider.
• One of the rates will be calculated from deducting a mark up from one of the live feed exchange rates. This mark up will vary from time to time. So we need to be able to change this manually when desired.
• The rates we work with are US$ to Bolivares and Euro to Bolivares.
• The exchange rate information should be in a scroller similar to the one we currently have on our home page on [url removed, login to view]
