auto comment and messages

I need a software that can 1- export instgram followers of any user that is not private to an excel sheet or txt file 2- I would be able to send them an auto mention with comment or without on another account on a certain post 3- I would be able to use multi account to comments 4- set manual time between any action 5- it must be instagram friendly to make sure that it will not be blocked by instagram 6- i can send privet msgs to followers by it from list
