Build WP Plugin to Copy Data Into Posts

We want to create a Wordpress plugin that will allow us to import data from one post into another. We often create posts that are very similar and this will help so that we don't have to type the same text over and over. The plugin control will appear on the page when adding/editing a post as a media button above the WISIWIG editor. I've already added the button to the plugin (screen shot attached) and need someone to finish adding the rest of the functionality.
Specific requirements for the project are below:
- Will need to develop on a separate site. Our site is live and we don't want to affect our users while plugin is built and tested.
- This should work with all post types, but we are most interested in using it for the post type 'Programs' found on our site.
- When user clicks the 'Import Data' button a modal should appear (similar to the 'Add Media' button)
- Modal would have the following:
>Title and 'close' button on header
> Dropdown input: Select a post to import from (would list all posts of the same type, ie. pages, portfolio, etc.)
> Buttons: 'Import Data' and 'Cancel'
- After user selects a post and clicks 'Import Data' the following will happen:
> Confirmation message appears: 'Are you sure? This will delete and replace all current info.' Y/N
> If yes: Modal closes and proceed
> Get the data from the other post (include all main fields, custom fields and taxonomies)
> Replace the data on the page with data from the other post
> Does NOT import: Publish Options, Cache Options, Yoast SEO, Comments
> DOES import: Title, WISIWIG Editor, Taxonomies (categories, tags and custom taxonomies that we have created, ie. sports, seasons, locations), all custom fields (we have created custom fields in a section called 'Program Fields')
- Once the data is imported the user will need to save/publish the post to store the data.

when you say → Copy Data Into Posts Does that mean export/import of metadata from one posts to another or everything? I am sure you know what metadata is?
