Checkout is not working for foreign countries

We have an prestashop webshop, but the checkout is not working for other countries then The Netherlands. They got an error 500. Please fix this asap for me tonight.
The bug is in [login to view URL] you can try to place an order and choose the country Belgium or Germany to see the error which you get by choosing the shipment option.
