Convert ASP Classic website to PHP

I have a custom website I created seventeen years ago. It's written in ASP "classic", which was cutting edge at the time, using MySQL and I wrote a couple of dll's in VB for the image processing. This project entails re-creating the website using PHP with all of the same functionality. My code is somewhat commented but it will require being able to read the code and translate the functionality into the PHP language. This includes the DLLs, of which i will provide the source code to the chosen provider.
The website is www.projectresponder.com. This is the front-end site. It also consists of a custom written CMS in the backend for easily adding content. I'm not opposed to using an 'off the shelf' application as long as it can easily be configured to produce identical results.
There are some features that no longer work as the some of the freely available DLLs at the time are no longer available, such as the Dundas Upload Control. The image lightbox is one of the features no longer functioning.
Note, in image 16, this gets the list of all images in the image folder so I can choose which ones to add to a particular gallery.
Basically you can see from the screen shots that basically what I created was a fully functional CMS which allows me to easily add content.
