Convert HTML Website to Wordpress CMS

We have a website in which we would like to duplicate EXACTLY on Wordpress. We require all the pages, content, menus to be duplicated exactly as they are by duplicating the stylesheet designs.
Some pages have slightly different menu and header layouts and we require all the content to be loaded locally and not via external URL's (eg external URL's, CSS, JS & PDF files & documents).
We also require the sub domain areas to be created such as [login to view URL], however we would be happy for these to be built using standard directory url's such as [login to view URL]
Providing the project is a success, we will be offering the same freelancer further work to create the customer login system and CRM system also.
We have attached a copy of the static files, and will supply a hosting / ftp account for use for the project which can be found here:
