curl_exec error

I have an OsCommerce based store hosted by Bluehost. The store accepts payments using PayPal Payments Pro with the payment module integrated. It has been working fine for 10 years but either PayPal or Bluehost has changed something with their security settings and the payments are not being processed. I just created a new cert_key_pem file and associated username and password. All of these were updated in the configuration database in the proper spot. I get this error in the log file:

[error] curl_exec error 60 SSL certificate problem, verify that the CA cert is OK. Details:

error:14090086:SSL routines:SSL3_GET_SERVER_CERTIFICATE:certificate verify failed

I am certain someone else has solved this problem already. I suspect it involves something on the Bluehost side but I have not been able to come up with the right question to ask tech support. I am looking for the solution to this issue.

Please provide some evidence in your proposal that you have experience with this exact issue. I know there are a lot of talented developers out there, but this seems very specific to Bluehost.
