Employee productivity as a SAS

Basic Summary Currently I track all of this information in excel, I wish to make a web-based subscription SAS. So, it is not terribly complicated. The mathematics of the data is very basic, I need to automate it in a web based fashion where multiple companies can participate. It needs to have a nice front end that people will be able to use, back end programming I am open to discussion. The web-based application will need to be developed to track the performance and efficiency of staff at various venues. This tool will allow for the onsite input of 5-7 numeric variables at a site for multiple employees working each day. Reports will be generated and sent to the client on a weekly or monthly basis, based on the subscribed level of service, to show the staff utilization and performance rankings. User Interface Features: The users (clients) are outside companies subscribing to the service. Business can be stand alone, or they can be part of an overall group such as multiple venues owned or managed by one company. Each venue will be considered a separate client, but part of an overall larger client for statistical reporting purposes. The data views will be limited by each client’s venue, or in the case of multiple venues, by the ownership or head office of those venues. (when the client is a single company with multiple locations.) Each client will have users assigned a username, password, and access level. Access levels may include: 1) Data Entry User: This level has the ability to enter data for a specific venue. This will be 5-7 pieces of numerical data. The Data entry use will need to be able to pick employees from a list for each days entry, or archive employees no longer working for the company. 2) Venue Admin: This level has the ability to view details for the venue/site, and assign Data Entry users to the venue/site. Also be able to set the original data points for the site. 3) Group Admin: This level has the ability to view all sites/venues under a a single company, and assign Data Entry users to each site or venue Admin Interface Features The site overall administration of the program will have the ability to: 1) Add/Edit/Remove Companies with multiple locations 2) Add/Edit/Remove independent locations 3) Add/Edit/Remove Users and access levels 4) View/Set Client Levels of Service 5) Create/View/Edit invoices with payment tracking and billing reminders 6) Generate and send client reports in an automated fashion with email "ticklers" when a client fails to make data entry each day. 7) View all data Client Reports Reports will be generated and sent to clients on a selected schedule and when the client’s account is paid in full. There should also be a utilization report: This report will show the staff utilization and performance rankings. I am open to all platforms that are considered portable enough where I will not have trouble finding hosting. Therefore, more common platforms will get greater attention. I would require a non disclosure agreement and I will own the program once completed, thus some of the hosted options using propitiatory web based software (i.e. zoho, etc...)cannot be considered.
