Fix Opencart Admin Permissions

I just upgraded to OpenCart 3.0.2.0 from 1.5.5.1 and I cannot do anything in my Admin panel. My Admin user has top level access, but cannot view any dashboards or access any settings. I need this fixed ASAP.
