HTML5 coupon site with administration pages

We are looking for a web developer to make an HTML5 coupon site for web and smartphone platforms.
The site has to resize to fit into the phone and has to have the same functionality on both, desktop and mobile.
The basic idea is:
• Front end’s page, where the final user can download the coupon and save preferences (favorite coupons, categories). The front’s page has to have geolocation functions, so the user can press “take me” and the system will show the way.
• Shop administration’s page, where a shop can upload the coupon (this coupon must be approved before appears on the front end page). The page also have a message tab, and payment tab. The shop can pay the service using PayPal. The shop can access some promotions, so the system can store future pays (for example if the shop pay’s 12 months, has a 20% discount)
Every coupon has the name of the person that uploads and requests the approval.
There are 2 users that can access this page:
Shop administrator, see all tabs
Employee, see only upload tab.
• Providers Administration’s page, where a provider can contact shops and send files (list of products). The page also have payment tab. basically is the same page that shops page, without the upload coupon option.
In the message zone, providers and shops can search thru category, name and zones. To make a new contact, the user receive an invitation, like all message's sites (LinkedIn, WhatsApp, FB)
• System administration page, where we can manage all options:
o Approve shop’s coupons
o View active coupons
o View rejected coupons
o Modify front end categories and banners
o Manage users
o Manage payments
o View coupon’s statistics
• All the User’s registrations has to have a verification, so the user will receive an email to activate the account.
We have developed the most important HTML pages. The programmer needs to design only some register pages and develop the PHP code and database model.
We need that the freelancer have the following skills:
• HTML security and cryptography
• HTML5 design, to better the design and correct issues.
• Database Design, to create all tables and make relations
• Geolocation knowledge
• Payment administration
