Install twilio proxy on laravel site and maintain the laravel site with dashlite frontend

I have a laravel website with a dashlite frontend. First, I need developer to setup a twilio proxy number so when I manually post a job the employee is sent a proxy number not the customer's direct number. Website will need to record the conversations between employee and customer, and I will need to be able to listen to the recording through mobile and desktop browsers. I also need timestamps that show exactly when the job was posted, when the employee accepted the job and when they called the proxy number. Twilio is currently being used to send SMS for the website. I also need the developer to maintain the current site. It mostly works, but sometimes I find bugs. I need to hire a developer that can maintain the current code, fix bugs when found, and add features I request. You will need to sign a non-compete and a non-disclosure. This is not a 40 hour a week project. After the initial proxy number is setup you might get a few hours a week at most.
