Laravel site needs work on email system, set up with Amazon SES

I'm looking for a full stack developer who I continue working with as the need arises in the future.
I have an active site built on a laravel platform with a lot of complex custom php coding and history, so I need someone who is an expert Laravel coder who can help me troubleshoot and fix the current email system that is in place, as well as related user management, both old and new. My site is ten years old but was replaced with a new rebuilt site in early 2018, to which all users and content were migrated from the old site. My old site operated differently than the current site, so there are some complexities between new users and migrated users that might affect how things operate now and the type of expertise needed to fix issues. I'll discuss these things in more detail with those on my short list.
I am also looking for a new developer to help with things in general, so I expect to continue working with whoever I hire to fix the email system.
Note that my site is totally non-profit and free for everyone around the world to use, so I do not have deep pockets and am looking for an affordable expert.
