Large XML File Parse / MYSQL Database Insertion PHP Script

I need a PHP script that will automatically download a LARGE (up to 2.7GB) zipped XML file from this site, under the current year (2015): [login to view URL] The file downloaded needs to be the one with the newest posting date. The script will need to unzip, parse, and insert records into the attached database. The operations should go something like this: 1.) Temporarily turn off all foreign key constraints. 2.) TRUNCATE all database tables that will have data inserted into them, **leaving any extras alone**. 3.) Insert parsed data. 4.) Turn foreign key constraints back on. Database Structure: The database was originally created using exported CSV files that created tables for the various child elements. Several of these are 1:N (one to many) intermediary tables that only contain numeric ID's. **These relationships must be maintained**. Currently all table primary ID's are set to auto increment. If you need to make any changes to the database to get this to work, feel free to do so. The XML files for this project are very large, you will most likely need to use a streamer to parse the data. I would also like the script to temporarily raise all necessary server resources to deal with the operation (ie, time outs, max execution times, memory, etc).
