Magento 1.9 catalog price rule issue

Magento website is having issues with catalog price rules promotions that are definitely still active, disappearing from the front of the site.
Attached: Example sale rules from a rule that is still active, but keeps expiring
In the past, we were able to fix this issue by just updating and saving all rules, and that would fix for a couple days, then the issue would reappear. We need a permanent solution to this problem.
