I need a Facebook application with Agmin panel

Hi if you wish to participate in this project, you may wish to consider to know PHP and Facebook Apps to the fullest. The application we wish to build is basically an app that will provide to its user an option to send automated messages on special days that shall be filtered out from the information we know of one user or their friends. The app needs to have an Admin panel, and each instance of the program shall be changable within admin what is the filtering options within the program could be (Birthday or Birth Month or firstname, or lastname or female or male? - these shall be filtered from a liker's friends, so you tell me what is the information we may have of them.) The Program also needs to have a triggering mechanism to be running every day, month or only once a year?! (also to be run on sign up?! or first use?!) The program shall have an uploading xls feature where we can upload birthdates or first names of special people, if which the list of a user's friend list is matching shall trigger the post on their wall... There will be a default message to send, but a user could also add up to three different variated post options with hard codes like %bday% %firstname% %laastname% wherever it is required to be added within the program (this shall be on first use and in a menu available for the users in the background to change at any time) Here the program should store one picture or yotuube link in case the user wish to add that, and the yourtube link shall appear in the post with play-ability not only just a link. Ex.: Lets say I have 1000 friends and i am a user, I use the instance of this fb app to send automated birthday messages to my friends... Then the program will run every morning and check all user's friends list (actual list) and their bday date, or it is much easier as FB also suggest whose Bday is today, so the program shall respond to that only with the proper message. Possible Filters / instances of the program that also requires within the admin panel to change the app ID and secret key for each that has to be done manually by the admin: first name last name birth-date anniversary of friendship on FB reaching a certain amount of friends (every 100, every 1000 etc as user may wish to set it) One more thing the user interface will be english (but program shall use language file for that, that could be translated later) Program shall use language files for the output, where the user could set the default language as well as the optional language if that is matching of the friend the post goes to the post shall be using the translated version.
