New publications gallery page layout needed

Hello! I have a social media site, created from pure PHP and within the Wordpress CMS, that uses a forum in which members post threads and comments. Within this site, I have a publications page that lists articles we’ve published over the years. And, well... it needs a design refresh.
I am looking for an EXPERIENCED designer who knows how to make things look good. I’m talking proper attention to font styles, smooth rollovers, easing, and plenty of modern finesse. All your divs and styles in a row. :-) Not looking for people who hack templates. I am looking for real skill in building visual flash. Experience with Wordpress is a must!
I have a layout design reference already chosen that distributes the articles in a grid with brief descriptions and keyword samples. Clicking on the image of each article takes you to the article. See attached image for general look and feel of the layout.
I am hoping to find a talented “go to” next level design person who is reliable.

2. I am not inexperienced to managing these projects, to site administration, and some aspects of coding. I’m also strong on design. In other words, I know roughly how much time a particular task should take a full stack coder familiar with CMS, PHP, and MySQL databases. Those who purposefully overestimate time on a simple task will be rejected. Don't try it! Honesty and professionalism will get you much farther with me.
