I will like to work with and help you out with the encryption. I am software engineer more than 7 years of experience. Oracle DBA , worked with oracle, sql server and my sql. From the specification of you project i believe you want to save the data on the database encrypted. What i am offering at this point is to encrypt all the data you need to encrypt in the database. Now if you want to change the php code of your application so when new records are added that will be another price.
