i need someone to make proxy server in c# or php

proxy server not web proxy.

this proxy server can

1- create proxy users/passwords

2- count every user traffic (bandwidth) . and save it json files.

3- monitor all users visits and save the log to txt file .

4- have small apis to create and read user's traffic and log

Need code for sure (open source for me)
