Software to show local Temprature, 5 day forecast & local Time

We are seeking the development of a new software program that will allow us to display;
1. local Weather conditions,
2. 5 day forecast,
3. Time Hours and Minutes and Seconds,
4. with ability to turn off any of these at will in any order.
We have attached software that we had previously created that functioned, but the issue we wish to fix is that we need the software to enable us ;
5. Allow us EASY access to change the IP address from which site we gather the local weather and time, and also have at least three websites for each, in case one website malfunctions. This information from potentially 6 different websites MUST allow us to continuously display the temp & time, 24hours, 7 days, 365 days a year.
