Upgrade my Magento shopping cart

Hi... I use the Magento shopping cart on my website. I have never yet had it fully up to speed. I believe it is the free Community Edition. I need two things to be done: upgrade from 1.6 > 1.9 and also get the shipping function to work. I have about 300 products listed in my catalog, but only a dozen or so are fully completed. The rest just have basic titles, price, short description. However, I hope the products can be preserved across the upgrade process. I imported them from eBay. It's been so long since I've worked on it that I forget how I imported them or if I have any special extensions installed. I recall that I might have *one*. I'm hoping that the upgrade can be done for $40 and the shipping set up for $20. Possible? Thanks!

ps: I always have other projects that I need to have worked on with my website. I'd love to finally get it done! If this project goes well then I would be happy to hire you to do more. ... I do note that I have often run into the situation here on Freelancer where people say they can do something but then they can't, or they drag it out a long time. Of course, this seems bad to me and I'd be happy to do anything for better results. Thanks!
