web site with ISP signup page

I’m looking at setting up a web site that is a daughter site to my main site, specifically for ISP based services and requirements. I had someone start doing the work but I’m not happy with it at all, it’s not functional and it doesn’t look anything the main site. Looks similar to main site in design 2. Has links for FAQ, terms and conditions, Acceptable use policy 3. List our products and categories, for example below a. Home User i. Telephone ii. Internet b. Small Business i. Telephone ii. VOIP iii. Internet iv. Private Network (Multiple Sites) v. Hosted Firewall c. Large Business i. Telephone ii. VOIP iii. Internet iv. Private Network v. Virtual Data Centre vi. Hosted Firewall 4. Under small business and Home user the ability for customers to register, with email confirmation first, signup and select various options thru a wizard or signup page collecting all required information and accepting our terms and conditions. Under Large Business a request for quote form that collects required information. This collected information should be stored in the system under that registered user and also send it to our sales email to process the orders., It must also send the client a conformation email of the order acceptance. 5. A help desk solution build in that allows customers to log trouble tickets as well as view FAQ's and guides 6. Contact us form with captiva These are our main requirements and we are looking for someone to help us, we are open to platform and have hosting and cpanel already setup. The current site can be completely deleted and start again if that's your preference, please detail in your response your solution. To be successful you must demonstrate clearly that you fully understand our requirement and show you have experience in our requirement. Any examples irrelevant will show you haven't read the brief and will be ignored. This is a key point.
