WHMCS Dev: Create Partial Payments (Layaway/Layby) System for WHMCS

Hello,
For technical reasons we use WHMCS for our shopping cart - we are in need of an extension to allow our customers to pay off there orders instead before receiving there products.
Customers can configure the following on checkout (cart) and it should apply to the whole order irregardless one or ten products in the cart.
- First Payment Date
- Frequency Pay Every Week, Fortnight or Month
- Term:
This can be broken down by;
* Weeks/Fortnights/Months.
* Setting a final payment date.
* How much they want to pay per frequency.
The system should then calculate a date and amount statement and allow them to complete the checkout process - no money will be collected from them at this point.
Payment Methods
- BPAY/Direct Deposit customer will be provided with a reference number and CRN number and staff manually add payments as they are received
Logic will be required
* Update statement for payment received marking on the statement of the particular frequency and amount paid.
* If customer pays more or less automatically update statement and next payment to be inline with the original conditions set (aka final payment date, how much they want to pay (obviously paying more will reduce and paying less will increase the next payments)
* If customer makes a payment that was late from an expected payment frequency update the statement

Overall this requires alot of logic it needs a new cart page created for whmcs, modules for whmcs admin area and needs to display statements, transcation history of layby orders here.

Our goal is to serve customers that cannot afford to pay for items upfront or who dont have access to credit due to poor credit history - we do ask that we are not developing this with capital this is coming out of my own salary to help pilot this initiative.
